Medina had previously been apprehended at the border attempting to enter illegally, but instead of being turned away, he was released into the country. Just one month later, he was arrested for shoplifting in Chicago. However, due to the city’s sanctuary policies, federal immigration authorities were not notified, and he was released once again. Two years later, Medina shot Sheridan in the back, killing her at the scene.
